Issues at Pelagiad

2 issues at Pelagiad:

1) Armorer Uulernil is always open. He does not close down at dusk (expected behavior in Oblivion), or have a package where he sleeps. Immersion breaking, as you can trade with him at midnight or beyond.

2) All Fort Pelagiad guards change into civilian clothes at a certain time during the evening/night, and patrol in these civilian clothes. At daytime, they are in their military armor as expected.
