I noticed that some of the slaves in morroblivion aren't wearing slave bracers, and then the option to free them doesn't appear in dialog - for example in Saturnian cave.
It's an easy fix, and I don't mind doing it for all slaves with problem, but I wanted to check first to see if anyone else is already on this task before I start?
I'll check back here for responses within the next day or two, if I don't hear anything then I'm going to get started checking for/fixing any slaves in MO with this problem.
Btw, on a separate note, Saturnian is buggy - crashing the game every time in specific sections of the cave along the boardwalk. Not sure who is working on this cave, so wanted to mention this. I also don't mind fixing this if no one is already handling this cave.
I am updating to v61 later today, so these problems were seen in v60. I will check for them again once v61 installed, and will post again here if anything has changed or if problems still remain.

Whether or not slaves have bracers in their inventory doesn't affect their 'freeing' dialogue.
Also, there's no such place as 'Saturnian'. If you mean Saturan, I see no reason why it would cause crashes.
