This sounds like it could be one of two things. 1. You are using Windows 7 or Windows Vista, and have installed Oblivion to it's default location. If this is the case, you are running into User Account Control, which will cause never-ending nightmares. The only real option here is to reinstall to neutral locations such as c:\games\oblivion and c:\games\morrowind 2. You have not installed Vvardenfell Imports properly or completely. There are detailed instructions in the Installation Guide. Follow them closely.

There is not a long list of things that could be causing this. Floating heads are because the game doesn't know where the armor and/or textures are. That is caused by one of the two things I mentioned. The type of thing you are talking about can NOT be cause by a conflict with some other mod. There is not much else that could be going wrong here. My last guess would be load order. Make SURE Morrowind_ob.esm loads IMMEDIATELY after Oblivion.esm.

i'll try and get my load order on here as soon as i figure out how to make a txt file of it

Only ONE thing is important in Load Order as far as Morroblivion is concerned. Morrowind_ob.esm MUST load immediately after Oblivion.esm. Nothing else matters for the problem you are describing; I don't need a long load order. Vvardenfell Imports or UAC is your problem. Are you running as an Administrator?

i always run wrye bash and OBMM as an administrater, i've fixed the problem now, it was with vvardendfell imports, can't remember how i fixed it i think i used the BSA uncorrupter on OBMM, i just basically started tinkering round last night with it :)
