Quest Mysterious Killing in vivec

The original way of completing this questline was that the questgiver Elam Andas stated a witness was threatened by a Dunmer wearing Netch Leather Armor and a skirt in Hlaalu compound then questioning lead you to the Foreign quarter where a Dunmer woman was sighted in the Underworks. In Morroblivion Andas doesn't state anything about the witness so the person guilty of the crimes isn't spawned after learning of their location. This prevents the quest from being completed.

Here is a fix for both of these issues.  Quest works fine all the way through now.

The fix doesn't change anything when used and the quest is still stalled at the same point after initially speaking to Elam Andas without having a description of the witness being threatened leading to having the culprit spawning in the Underworks.

The fix won't work if you already started the quest.  Well, it might if you go back to Elam and ask about Witnesses and Seven Victims again - the new dialogue topic "Women with a dagger" should show up.

Or you can open the console and type:
addtopic 1womanSwithSaSdagger

Or just open the console and type:
setstage fbmwtownvivec 25
then go find her in the foreign quarter sewers

I have the newest version of Morroblivion and it's not fixed. I have only "seven victims" option and it does not give me any other options - so no "witnesses" or "women with dagger" appears. I talked to quest giver many times and used all dialogue options (without taunt) and it does not work. EDIT: I used addtopic 1womanSwithSaSdagger And topic showed up. I asked people about it and they told me about suspicious dark elf in the underworks. I went there and she's not there. Then I used setstage fbmwtownvivec 25 And nothing happened. She's still not present. And yes - I'm in the right underworks :)

This quest works fine, I just finished doing it with a new character.

You can get the proper description of the woman from several people in the Foreign Quarter, including Marcel Maurard and the guy handing out pamphlets next to the blacksmith's in the plaza.

Again, if you had already started this quest before it got fixed, then you may never be able to complete it.  That is just the way the game works.

Hate to tell ya, but I'm playing through a new character on v061, and I've just run into this bug. It may be fixed for most people, but clearly some of us are still having issues. I will use console commands to progress and see if that helps. EDIT: Tried console commands, but have the same problem as AquilaSPQR, in that the addtopic console command works, and opens up the dialogue option, but once I go to the underworks, she is not there and the setstage console command doesn't seem to help at all. Again, I am on the latest release, with a new character, and this quest is definitely bugged. It's not game breaking, but it is annoying. 

I've seen this when another mod becomes corrupt or a load order change is necessary.  There's probably not an easy fix for this ..
