Wouldn't it be possible to just make it so Skywind needs Morrowinds Voice Acting BSA to run?

That way you won't have to replace the voices of time-honored characters.

Morrowind has very very limited voice acting; I think only like four people were voice acted (if that, and only a couple lines).

In essence there are several dialogs in the game which are voiced out, as well as random bits of dialog when you're running around. However, as we're adding dialog for every line, keeping the original voice acting would sound odd. We want constancy here, and I don't think that anyone was too attached to the random bits of dialog anyways.

We're not replacing time honored characters.  We are making them come to life.  You know what, I just spent the last 3 and half hours recording Dunmer lines with no break.  If you want everyone in your game to say the exact same 8 phrases to you for hours on end, more power to you.  YOU make the damn mod that does it.

I love the fact that voices

I love the fact that voices are re-recorded. In my opinion a game gets a lot more emersive, and characters realistic if they are voiced. We have this great opportunity to do this, because a lot of people volunteer. Not to be rude, but if you're so fascinated with the original game, which is no problem, you should keep playing that. To each his own.

There's also the legal aspect of it.  Morrowind resources can't be used, anything from the original Morrowind has to be replaced.  i.e. Textures, Meshes, etc.  I assume sounds fits into that.

Although technically, that only applies to distributing the mod. If you really want original Jiub's voice, just snag his voice files from TES3 and replace the ones in this. Bethesda doesn't care what you do to your own game, as long as you don't then distribute those TES3 files.
