I am spellwright of House Telvanni, but I cannot start to build Tel Uvirith. I talked to the lady who builds it, but she does not have a "stronghold" option.

Check the wiki to see if you've completed all of the requirements. The required rank is "Mouth", one level below spellwright, so you should be able to start it.

I know the Telvanni questline, I've played it dozens of times in Morrowind, but Hleran does not have stronghold as a topic. The screenshot I attached should make it clear.

OK, I believe I have found the loophole that does not add the topic properly.
Sorry, I had placed this add topic in a bunch of places to make sure, I thought, that it came up.
I have made a fix for this for v024, but that won't help you if you've gotten this far.
You will need to open the console and type "AddTopic 1Stronghold"

Great job so far guys, but I have found what I consider a bug: I cannot start Tel Uvirith for House Telvanni. I am a Spellwright and I cannot advance until this is done. I talk to her, but she does not have the topic for stronghold. Is there a prerequisite that I have to do, or is it a bug?
