The Corpse and the Skooma Pipe

"Someone in particular" is the topic you're looking for.

We agree Skooma pipe in Inventory,Quest arrow  pointing at Target

The Quest Activates as soon as you Lock on to Ernil instead of When you Read the Note

For me, when I started to do this quest, neither Ernil nor the note were where they were supposed to be.

V061 went there Late in the Game after Main Quest, there was No Body, V062 went there  not Long after Getting to Morrowind, Body was There Got Pipe and Note Did Read Note, when you Go See Tsiya in Balmora the Quest is not Activating, Shows here Dialog in Pictures.

If Body not Turning Up in Game Move your save to another Directory Back to when you First Came to  Morrowind, go out to Where Ernil Body is and See if Ernil Turns Up. then Delete any Auto Save and Put your Saves Back in to Contnue on.
