Some bugs or weird stuff

Weird magic object :

Some standing corpse : It's written "Dead body", you can hear the flies but it's standing (in a area accessible by levitation in Berandas (http://www.uesp.net/wiki/Morrowind:Berandas) : http://cloud-3.steampowered.com/ugc/487820118732482704/BCA99F5523EC8FDEAB69C22F49FFA121F5A484C1/

It's not really important but well...

Is there a way i can have some "GPS" coordinate to pin point exactly where i find the bugs/glitches via the console command?

First 2 are supposed to have 'Blind' effect, which we currently don't have.

For Devil Cephalopod Helm - you can't put 'Bound Item' enchantment on apparel in Oblivion.

Dead body I'll fix. (I think you can fix it ingame by using a 'grab' key on it)

You can install FormID Finder mod, search it on nexus.

Besides using Form Finder, when in Debug Mode use ( Scroll Lock ) will Change Panel on top Right keep going through till you get to Cell REF Numbers, could be about 20 taps on Scroll locks.

When using Form Finder you Get any Numbers that Start with ( ff ) will be an Incorrect Number  to Suit the Master File, created by  Other .esp  you Could have in your Load Order. Nothing can be Done About them.

Form Finder you only have to Post the Numbers,,Debug will give you Coordinates where Player is Standing in Cell,,So if you are Walking around World Space and Fall Through the World Post Cell  Example( -01,02 ) below this you will have a Full Set on Coordinates will look like this by with numbers ( xxxxxx,-xxxxxx,xxx ).

So if you Find a dreugh  half in Ground on Dry Land open ~ Click on dreugh and post his Number and Cell Ref also as long as Not Starting with ( ff )

In Oblivion, can you put spells on enchanted items? Like enchant the Devil Cephalopod helm to give you a spell for bound armor.

FormID is usually enough when it comes to placed objects. Coordinates are only relevant for exteriors, so you can use them to report landscape errors, for example.

If you mean 'Cast When Used' enchantment type, like in Morrowind, then no, Oblivion doesn't support that. That's why we use a scripted workaround.
