No follow dialogue for some escort quests

I seem to be having a problem with the escort quests. So far it has happened to me twice while doing Mages Guild quests. The first time with Escorting Itermerel and the second time was with Escort Tenyeminwe. The follow me option does not show up in the clickable dialogue for both quests. Luckily, first time I was able to pickpocket Itermerel to get the notes. Any ideas?

Edit - Apparently I did not grab that quest. "Travel Together" is now available once I obtained the intro quest. I did not think one could leave without getting the intro quest. Thanks :)
