When I gave him the letter and took his orders, he gave me 200 gold and told me to come back to him, when i clicked orders again it gave me 200 more gold, and now when I try to get new orders, he continues to tell me to go join a guild or do freelance work. this is really bugging me

It is told in the Quest Notes that, you have to be at least level 4 to start the main quest.
If you are higher or equal to level 4; than you have a problem needs to be solved.
