After completing the main quest, the player may speak to each of the 15 Sleepers in Vvardenfell about the topic "Sixth House" to receive a reward of 1 fame. However, if you speak to Eralane Hledas in Vivec, you will be able to speak to her about "Sixth House" as many times as you please to receive the fame reward. Further, if you speak to her before speaking to Dravasa Andrethi, you will not be able to receive Dravasa Andrethi's fame bonus.
TO FIX:
In the CS, go to the topics for quest fbmwA1Sleepers. Choose 1SixthSHouse, scroll to 0EralaneSHladas's dialogue and choose the line that begins "Do you mean..." Change the result script so that it reads as follows:
SetStage fbmwA1Sleepers 18
Set fbmwA1Sleepers.Stage18var TO 1
ModPcFame 1

If you can actually fix it why don't you make a patch and give a link, so that David can merge it with esm for the next update.
