Unable to become horator.

I've tried with Telvani and Redoran and so far they're unsuccesful. For beomming Redoran's horator I rescued Sarethi's son, and after that the topic for explaining my story doesn't show up anymore. I've tried talking to the other Redoran councilors but the topic doesn't appear for them either. For becoming Telvanni's horator I have talked with Aryon and he gave my the locations for everyone I needed to talk to and i've gotten them all to vote for me but the option to actual become Horator is missing. Is their a console command to fix this or do I have to add myself as horator using console commands also?

I just tried this quest

I just tried this quest tonight. There's a bug with this and the Founder's Helm quest where even when you legally kill the required character (through taunting or in a duel), you get expelled from House Redoran. The first time (Founder's Helm through taunting) I got the forgiven and was let back in, but of course the second time you can't get back in. I kill Venim in the arena in Vivec like I'm supposed to and get kicked out of House Redoran. Is there a workaround for the expulsion?
