Mages guild: Cannot advance to Wizard

I am unable to advance to Wizard in the mages guild even though I have a Wizard's staff in my inventory. All of the guildmasters tell me that I need a staff, but they cannot seem to see the one in my hands. I cannot advance as a result.

I have the same problem. Have tried working around it by setting the quest stages, but I don't get any quest updates.

Whom did you ask for promotion?

I asked Trebonius Artorius in Vivec, Ranis Athrys in Balmora and Edwinna Elbert in Ald'ruhn.

All of them told me I needed a staff, but did not recognize the one I had.

The problem was with Cyrodiil Mages' Guild vs Morrowind Mages' Guild. A good portion of the dialog was still checking for membership in the Cyrodiil Mages' Guild, which none of the Morrowind Mages belong to. However, the Wizard's Staff Quest is specifically looking for an Ebony Wizard's Staff. No other will work. It is really designed for you to buy the staff, but will probably work if you find one, as long as it is the Ebony Staff.
