The Death of Ralen Hlaalo bug.

I'm having the exact same issue listed here...https://tesrenewal.com/oblivion/morroblivion-problems/1828

It says its been merged and fixed but for me it persists. I've done the little story quest and can't continue the House hlaalo quests.

Any help is appreciated.
