does francesco's leveled creatures and items work with this mod? does the creatures in morrowind level up with your character?

Define "work". You can use these mods together without conflicts, but you won't see any content from Frans on Vvardenfell.

Creatures are levelled the same way as they were in Morrowind. They have fixed stats, but you will encounter stronger creatures as you progress (weaker creatures won't dissapear however, like they do in Oblivion).

I was thinking about DLL (http://www.nexusmods.com/oblivion/mods/37904/?), but what if someone doesnt want to use that?

Of course there is - open both mods in CS and make an 'integration patch' of sorts. Who wants to do it is another question altogether.

I never used DLL so no comment on that.
