Firstly, let me just say how much I love and appreciate the Morroblivion project. I played Oblivion first, and could never get into Morrowind; I must have installed and uninstalled it ten times because the graphics were so bad, I couldn't force myself to go any farther than Balmora! Morroblivion has breathed new life into what I now see for the wonderful game it is. Thanks, guys.
The problem I'm about to describe is entirely my own fault. I was doing the Disguise quest (the very first Hlaalu mission) and, erm, got myself arrested. I ended up in Pelagiad and, since it was nighttime by then, decided to stay at the inn. I unpacked all my gear, like a good roleplayer. When I woke up in the morning and collected everything, though, I couldn't find Neminda's Orders! I checked the chest and the closet and searched basically everywhere, even to the point of disabling furniture to look under it, but it was missing.
So...I'm not sure if this is a bug or what, but I need to know how to get past it. It seems that item codes in Morroblivion are different than in the original Morrowind, so the wiki wasn't any help. I couldn't just advance the quest stage for the same reason. What should I do?

Have you checked the "evidence" chest in the fort? Since none of your other gear dissappeared it can't be that the chest respawned.... If nothing else works, I guess you have to do a unroleplayingly consolecheat :(
