Sirrollus Saccus and Avus Belvilo Don't Train?

Hi Guys,

Trying to upgrade my armorer skill to work on magic items and the trainers don't have any training to give.  Specifically Avus Belvilo in the Dren Plantation and Sirrollus Saccus in Ebonheart.  Sirrolus I know was a bugged char in the vanilla Morrowind but did you decide to keep it that way or was this simply an oversight?

Thanks,
