I don't think the engine will allow for layering, so I don't think you will be able to wear clothes underneath armor, I could be wrong, but I'm sorry if that is a deal-breaker.
It's possible but currently other things are more concerning at this particular moment, being that the game is still too far back in development. However later on the team will discuss the topic if they can make it happen in the engine (Skyrim creation engine) when the time comes.
Since the Hair Shirt of Saint Aralor was in the original game, I think it would be in Skywind as well. Has the team discussed this topic? I liked the fact that you could wear clothes and armor as well, and am curious if the engine will allow for layering.
