Morroblivion doesn't seem to start

Hello everyone. I've recently re-installed Oblivion and Morrowblivion after a long break, but for some reason this time around I can't seem to get Morroblivion to start up correctly. Whenever I start a new game I don't seem to have the option of starting off in Morrowind, and when I go to the Imperial Prison district there isn't someone there to send me off to Morrowind like I remember last time. What has gone wrong with my installation? Everything seemed to install just fine, and I haven't run into any ctds. Maybe someone here can help me out.

I'm playing the Steam version of Oblivion with Shivering Isles and Knights of the Nine installed. Here is a screenshot of my load order, maybe that is what's causing me problems?

Okay so I was able to successfully start a new game in Morrowind, but I still don't see the person in the Imperial City Prison who can transport a character in Cyrodiil to Morrowind, or was that removed in a recent update?

Is there a console command I can use to teleport myself to somewhere in Morrowind?

Are you using the newest version of the Transport mod? Also, the Kahjiit has an AI schedule so she can be found in the prison only during the day.

Alternatively you could use the "Portal Spell by Sjors Boomschors"
With it  you can teleport back and forth between Morrowind & Oblivion.

Should you wish to start the Oblivion quest line you can use the following console commands:
"coc imperialdungeon01"  + "setstage MQ01 05" + "setstage MQ01 10"

Downloading a different version of the transport mod seems to have fixed the problem. Thanks everyon!
