No Sound Dialogue from NPCS.

There is no voice acting in morroblivion. There will be full voice acting Skywind when it is released. There are no plans to include voice acting in morroblivion in the future. I hope this clarifies things!

Btw, how come they didnt just bring the voice acting from the original?

There is NO voice acting in the original.

I still run Computer Generated Voice overs at least it gives some NPC Dialogue. 

There were a few lines of voiced dialogue (like battle taunts, hellos, random comments), but the majority of the game was using written text for dialogue.
