I already started with translation into Czech language. Do someone know, how to combinate original Morrowind translation with Morroblivion? In Morrowind its different text structure. Example:

Morrowind:

"29061190301859231392" "104471798161766259" "102361280251481491" "Topic" "Conjuration expert" "A mage skilled at Conjuration is adept at summoning otherworldly creatures, including ghosts." ";Arara Uvulas; Journal ""town_Sadrith"" >= 10; Journal ""town_Sadrith"" < 50;" -1 -1 "arara uvulas" Journal town_Sadrith < 50.00

Morroblivion:

FormID: 01F8AA63 fbmwTownSadrith 1ConjurationSexpert 0 A mage skilled at Conjuration is adept at summoning otherworldly creatures, including ghosts.

Morrowind and Oblivion have very different ways of handling dialogue.  This is what makes it so hard to create Morroblivion - a lot of the dialogue has to be fixed and entered by hand after it is converted using Galladrielle's ESP converter.

Maybe someone with some serious programming ability can write a program for Windows that converts the dialogue automatically.

There is an inherent problem if you have created a mod that does the translation. Only one mod gets to touch any object or line of dialog. Whichever loads last wins. Whatever you have edited will remain, so that part is OK because your mod loads after Morrowind_ob.esm. However, any object you have changed will be frozen from this point forward, and nothing that changes in the future will change because your mod will override it. The good news is that it is possible to keep updating your mod to reflect changes. But, I am not saying that will be easy.

Herzsprung ,as the founder and modmaker supporting the actual version of translation into Russian for the master of a file 0.55 I can advise to arm with following programs for the beginning: 1 Tes Construction Set (for Oblivion), 2 Tes Construction Set (for Morrowind), 3 Tes4edit, 4 EggTranslator. Further all simply start 2 Construction Set Oblivion and Morrowind and spend operation Copy-> Paste from construction Morrowind in construction Oblivion after subjects will be translated all, take advantage of program Egg Translator for translation of all dialogues (but nevertheless it is better to do it also Copy-> Paste of the original though it and will borrow more time but the result will be much better) Then when translation will be completed or if during its development there will be a new version the master of a file to not begin all all over again and that there were no conflicts use program Tes4edit.
