So i've been playing morroblivion for about two days or so now, and all of a sudden, every npc i come across in morrowind has no greeting causing me issues with beginning a lot of quests

Go outside (exterior location) for a few seconds, it will correct itself.

ah i believe i have fixed it, after a bit more internetting and wiki'ing
the problem is on the oblivion side of things, in the shivering isles,
due to myself beginning the shivering isles, and then using the portal to vvardenfell.
I somehow had created a bug.
all i had to do to fix it was go back to the shivering isles through "the strange door",
then back through it again "to the heartlands".
and BAM bug fixed.
I do not believe it is a morroblivion thing.
