It would be interesting if the diseases actually effected you in different ways in Skywind. For example, perhaps Swamp Fever makes your perception of the world warped in some way, perhaps you character sees foes all around when they're really calm, or perhaps the screen acts glitched or something.
Certainly more work than "lower strength", but it's something to consider.
wel i hope it gone be different of skyim because in skyrim u be sick but u wouldn't know u got it or howe u got it unless it the vampire disease ore a pesky npc is saying are u sick u don't look so good what i thought was for a long time a bug or because i am a werewolf that i always am to avoid the vampire stuff
so it would be fun to see something when u get infected
I was looking through the list of Morrowind diseases and the one called Greenspore gave me an idea: what if you could contract diseases from plants? It would make sense that you could pick up a disease if you were rummaging through the stinky swamps of the Bitter Coast.
Let's not get ahead of ourselves. Hold off on plans for diseases for now, until we know how attributes and stuff will work.
Speaking of, do we have any working ideas or an ongoing discussion for attributes? I know Skyrim probably possesses hidden attributes, perhaps we could simply modify those through certain diseases (like these or Vampirism/Lykanthropy/others) or maybe certain items (potions/poisons/equipment) could make you better/faster/stronger? Spells too I suppose.

Anyway -10 to dexterity is boring debuff, and have no great difference with -25% efficiency of lockpick and pickpocket.
Actually only vampirism in The Game was made decently. Even Corprus was virtual with only two real sources of infection, despite player who chop corprus-infected things in pieces, nd loot their corpses, eat parts of them (isnt it cannibalism? or he just eat small pieces of ill god?

That'd be awesome, and I'd love to see it in game; especially if the effects occurred as seen for other beasts, and the tribunal took you to the corprusarium.
Although the game would need to tell you very clearly that all hope for your character was lost, both beforehand (in loading screen messages, books and character dialogue?) and after with a message similar to the "prophecy has been severed" box :)
"You have been infected by corprus. Your mind and body will be corrupted by the evils of Dagoth Ur, and no potions or prayers will save you. Load a previous save, or watch the divine disease take hold"

It might be impossible to implement, but what if you could get npc's sick, and they could get other npc's sick? it'd be like corrupted blood
obviously that would be a very bad thing, don't implement this.

Some states like this can be good. Also i can imagine some thickets of poisonous plants there.
