Main Quest Wont Start at Level 4

So I have been playing Morroblivion for about 15 hours now and I am level 5 but Caius doesn't know what orders I am talking about. I tried at level 4 and it didn't work, I have tried leveling to 5, and the MQ01 Console command makes the quest go into my log, but Caius still doesn't know what orders I speak of.

I finally figured it out! You see when I played Morrowind and recieved the quest, I skipped the part where I had to ask around where Caius was and went straight to his house. In Morroblivion you have to find his relative first and ask where he is.
