I saw this thread hoping I could find an answer myself. Still a lot missing from Bloodmoon, and most quests cannot be finished without the console. Tribunal is so close to done, but is also missing a bit. Its a shame this project has lost steam with the other two projects going on... it just leaves this one very unfinished and the others with the feeling of a potential repeat of this issue several years down the line.

-I dont know if its morroblivion related, but two of my characters who both use levitation a lot have issues with combat. It usually happens after 15min of playing after a restart and what happens is NPC's will attack me, but not move to attack me. I could just step a few feet back and they will just stand there swinging or taunting me, but not move their position to reach me. Its kind of game breaking since it kills the difficulty of a ranged character build and hurts the difficulty of a melee range build. Its almost like the AI has no idea how to reach my position, but its only when they are in combat mode. If they are not in combat mode, they'll move around just fine. possibly related to navmeshing or a broken combat AI?

Many things have already been fixed but creating a new version takes time and effort. So the only real answer is the one everyone hates: "When it's done"
Regarding the Bloodmoon bugs: It's probably more helpful if you are more specific which quests are bugged and at which point. This way they can be fixed. Bloodmoon at this point is in fact finishable without any console commands, and a fix for the unlootable creatures already exists. Can you also be more specific as to which textures are missing?

What kind of bug are you experiencing? I personally never had any issues with the ending but a few people have reported bugs or crashing. This is an altered version of the scripts which has helped other people in the past.

The lever to flood the tunnels is not where it is in the original game due to engine limitations. It's right outside the entrance. A quick search even gives you a forum post explaining where it's now.
Ahnassi's quest has been fixed and will probably be in the next version.
Regarding the combat bug: This is also something that happened to a very old save of mine in which I played through Bloodmoon before it was debugged, using console commands and then being healed of the Werewolf Curse. I describe my experiences with this bug in this post and the ones following it, including my (albeit very radical) solution. However using a completely new character and testing the debugged quests this bug didnt happen to me.
Now, if you never played Bloodmoon in earlier versions and you didnt use console commands that affect the werewolf quests and stats and you still experience this bug it might mean there's something wrong with the Werewolf scripts.
So in essence what I'm saying is, please be more specific as to which bugs you find in the game and don't hesitate to post each and everyone in here. This forum may look quiet but there's still people who care about and take care of the project.
Sorry for the lack of detail and knowledge on the subject brainslasher, a lot of these issues have been things I have been experiencing over the past year or so, many of them just distant memories of issues from when the new version released. I hardly remember the details, but I do remember Azura was missing her dialog and just had a collection of generic dialog options (like 50 irrelevant options). Missing dialog from what I remember was among the bigger issues I had that forced me to use console.
Anassi was one I did recently and she was missing Dialog when i returned to her after giving her mate a book on curing skooma addiction. She just asks if i will help even though i already did.
The ring of hercine would crash every time the chief of the skaal tried to turn into a werewolf.
As for the combat bug, I have had it on two characters. One consoled through bloodmoon due to the listed reasons, and the other hasn't even touched bloodmoon. Both frequently use levitation. The first character is about 300 hours in and the other is about 45 hours in.
As for the black dart gang, ill have to give it another look, and the loot able creatures fix as well. thanks for the heads up on that by the way.

The Corpse and the Skooma Pipe: No related dialog to turn in the pipe or quest
Divided By Nixhounds: Missing dialog to get person to follow
Ahnassi a special friend: Missing dialog to tell her I helped her friends skooma addiction
(Azura is reconfirmed to have tons of non related dialog)
Azura at the End of Tribunal isn't even supposed to have any dialogue. She gives you a speech once you step outside the doors of the Temple. You're not even supposed to be able to move. Did you use any consple commands to advance the quest? Maybe try waiting for a while and not talk to her. Did you try the altered scripts I mentioned?
When you played the Ahnassi quest did you use the fix?
I really don't have any idea regarding the combat glitch, but I'm pretty sure it doesnt have anything to do with the Levitation scripts.
I'd have to look into the other bugs, though that might take some time, especially because I didn't debug Bloodmoon.
For Azura, I used console to progress the quest and move my character months ago. I remember I did try to wait before resorting to console, but because I did this months ago, the fix would be irrelevant at this point (unless you claim otherwise). I also slightly remember downloading a fix for it before on this site, but don't remember the details other then it not working and me uninstalling it.
As for Ahnassi I'm not sure what fix your referring to. The only fix I used was the creature collision fix for Bloodmoon you linked me... oh hold up. I see it now looking back at that last post. I don't see how I missed that before, but ill give it a try and report back.
(UPDATE) The Ahnassi quest now works, but 20 broadswords instead of throwing stars? Really? I had to laugh all the way back to my house to store all that weight.
Well, at least you had some fun in the end :D . I didn't choose that reward replacer, I just fixed the bugs in the quest. But maybe you have a better idea, perhaps daggers or something. Throwing stars don't exist in the Oblivion engine.
Its a shame about Oblivion's engine limitations preventing crossbows, throwing weapons and Spear animations. Daggers would probably be better then 20 broadswords weighing about 45 points each. Shame throwing weapons cant function like a scroll or something... or even exist.
(Side note) Spears may not have animations, but the way the hero holds the weapon prevents any type of advantage of reach when wielding the polearm weapon. I don't know if its possible, but if the hero were to grip the rear of the spear rather then the center, fighting with a spear in Morroblivion would look and feel more believable as well as having a practical use.
(Another Side Note) Could throwing weapons be made as scrolls with a custom spell effect and appearance? Scrolls were disposable and so were throwing weapons. Maybe that can work for you guys?
(Another... Another side Note) I remember seeing a crossbow mod on Nexus years ago. I don't remember the details, nor have I tried it myself, but maybe that guy would have an idea on how to port crossbows over from Morrowind?
I also don't know if it will help or just be an annoyance since these are trivial issues, but i noticed a lot of missing items from the game. I may disappear around the release of fallout 4, but in the mean time I can attempt to list items I found missing from the game. I have extensive knowledge of the last 3 elder scrolls games and have pumped thousands of hours into each title. As for the starting list of missing items...
-Enchanted Ebony Broadsword in Suran's Guardhouse is missing
-Missing Ancient Steel Helmet in Bloodmoon's quest about the snow prince (possibly falls through floor?)
-Treachery, Deceit, and the two arrows (Ebony Arrow of Slaying) are missing from the hollowed out tree stump behind Thirsk
-Whitewalker (the robe from Bloodmoon) is missing its enchantments.
-Paws of the wolfrunner cannot be obtained off the old chieftain of Thirsk's body as it doesn't appear in the mead hall massacre quest (could be my memory purging mod)
-I can also loot Hircine's gear from his corpse
(Let me know if you wish for me to find more missing items, it shouldn't be to hard for me since I pretty much finished 95% of the quests in Morroblivion, and explored most places collecting known unique and usefull items)
You can get Spear and Animations from Tesnexus Along with Crossbows that Work, Also you can get Throwing Stars have not found any throwing Knives.
Also you can get a Mod to Throw Anything Chairs,tables,boxes.. so You use it to Throw Knives, Spears, Swords, that sort of thing.
