I downloaded Sjors Boomschors Computer-Generated Voiced Dialogue files and it's given me npc audio for just about every NPC I encounter. I went back to Seyda Neen and talked to Jo'Tesh and all I got was A LOT of silent lip-syncing. Other khajiit NPCs have audio dialogue thanks to SB's files but for some reason, Jo'Tesh is still quiet.

The reason for this is pretty obvious. Jo'Tesh was added by the Chargen and Transport mod and the voice files were only generated with Morrowind's original dialogue. For everything else you'll have to use the Silent voice mod.
