There were some discusssion about werewolves, but I am not sure it is complete. I've seen from CS all of the Bloodmoon quest have been at least started but, I don't know if they would work.
Converting the werewolf creature from bloodmoon shouldn't be a problem ... but getting the Lycanthropy to work on the player would require OBSE ... at least if people want to see the original Bloodmoon werewolves.
Ofcourse there can be another option that comes with Modular Oblivion:

No, please not M.O.E.'s werewolves xD They look silly. I think the OBSE option is best; like Playable & NPC Creatures. That will make it just like Bloodmoon.
I don't see any reason to shy away from OBSE. It's a great utility for all sorts of things.
If the team can get permission to, I think this mod lays some great foundation work for implimenting the werewolves of Bloodmoon:
The data files in that mod have been labelled as modder's resources so there are no permission issues there. Otherwise, I agree that if all the un-morrowind like attributes of that mod are removed, it would practically recreate werewolves as they were in Morrowind.
Well Curse Of Hircine Ressurected is a mod from my friend and its really good,i also maked the update for it (Combat And Sound) , the mod is really really good except that werewolves need new mash and texture,in other words...better model :S.
Not making any promises but I plan to do Bloodmoon creatures within the next 2 months ... theoretically it should be possible to integrate bloodmoon meshes with the above mentioned Oblivion mods ... but again setplayerskeleton (an OBSE command) will almost certainly be needed for the bloodmoon meshes.
^ that can ofcourse mean more problems with newbies ... some people can't handle Vvardenfell Imports ... how will they do with OBSE?
OBSE is already required for Morroblivion anyway - Ely's Silent Voice needs it. Anyone serious about modding Oblivion should have OBSE, it is required by a lot of mods.
There are several Oblivion mods for a druid class that have implemented shapeshifting:

And it is really easy to install, at least for my steam version...
OBSE is a nearly effortless copy/paste, and nothing needs to get overwritten by it except for it being overwritten by its own later updates. The only mods that are simpler to install are OBMM ones that have no options to select.
OBME would probably make this much easier. Just create a new type of Bound Armor magic effect, it bounds some armor which is the werewolf skin and ta-da! Obviously quest and quest scripts would need to be made to cast the spell on the player at night e.t.c
I would prefer if the Morroblivion developers made some NEW werewolf meshes internally...

We constanlty update Morroblivion. Pratically every one or two weeks. There are only few new files to be downloaded in every update. So the answer is mostly no.
You need Morrowind GOTY editon, or w/e, which comes with includes Bloodmoon.
If the videos are too complicated for you, and you can't get through the installation instructions, you probably have too much A.D.D. to do this. It's a complicated process and it's not for everyone. Re-read my PM and do what it says. It's about the journey, not the destination; good things come to those who wait, teach a man to fish, etc.
Otherwise:
Just be patient and follow the instructions in the video, ReadMe, or both exactly. If you have to, create a whole new install of Oblivion and try installing it there to see if it helps.
Try this werewolf mod on for size. Best one for Oblivion so far. Even has running on all 4's. As well as howling and eating humans to satisfy hunger (equivalent to vampires in vanilla Oblivion needing blood).

First It would be good for you to check out the Morrowind_ob.esm project. There you will find the newest version of Morroblivion. Download everything that is needed for it to work (all the mods are posted bellow in that section) an be sure to have Morrowind goty/Morrowind, Bloodmoon, Tribunal. And the shivering isles are no problem for the mod. They are only needed if you self-convert morrowind with the esp converter/or if some mod uses items from Shivering isles and imortes them into Morrobivion. So i higly recomand the Morrowind_ob.esm. Hope this helped. :)

Wearwolves
As far as I know, Wearwolves have not been worked on. I do have an idea on how to make it possible to play as one. First, someone has to covnert the creature. Then i believe somoene named Talkie Toaster has a tutorial on how to make a creature playable.
