House Redoran: Guard Sarethi Manor. Sarethi stucked in "jam".

I'm going through Redoran quest line. I take quest "Guard Sarethi Manor"(http://www.uesp.net/wiki/Morrowind:Guard_Sarethi_Manor). When I arrived to the Sarethi Manor I've noticed what Athyn Sarethi isn't at home Oo. I'm going to search for him. And found him in the Redoran Council Hall (http://www.uesp.net/wiki/Morrowind:Redoran_Council_Hall) stucked in "people jam" with another Councilors. They are must sleeps at Manors, but going to the Redoran Council Hall(sometimes they are not stucking, but 75% of time they are stucked). So to complete the quest I must going to the Sarethi, then to the his manor, and again to him.

This was my mistake. Sorry about that. I was careful to make sure his guards would still work with this quest after I added doubles for them to take day and night shifts, but I forgot to set up sarethi himself with conditional AI to make sure he stayed home for the attack. So thanks for pointing it out =)
I'm torn as to whether he should never leave his home until after this quest is taken and completed, or if he should go about his business as normal until you become aware of the assassins. Anyone have an opinion there?
If I don't hear any I'll set him up with AI for the second option, and submit it to be included with the next release.

Regarding the traffic jam, they do seem to be bunched together a little tighter than I had in mind. I'll try to get them to mingle a bit more.

Judging by the current Athyn Sarethi's AI packages, this was done.
