I'm currently working full-time as a full stack software developer in a .Net shop (SQL Server backends for most things, VB.Net/C# business logic, and ASP.Net or console front-ends) and going to school part-time to finish a B.S. in computer science (most school assignments are C, C++, or Java). For my personal development projects, I typically use either C# or C++. I have a bit of experience with Javascript and VBScript, have tinkered with Ruby and Python, and have no experience with Papyrus, but I'm certain I can start picking it up fairly quickly. During the semester, I can dedicate probably 5-10 hours of work to this project per week. During breaks from school, I will be able to dedicate quite a bit more (in the neighborhood of 20 hours per week), though these hours will be mostly evening/weekend so as not to interfere with my job.

As for game development experience, I am currently working with a few friends on a game project in C++. Also, I was the sole developer on a game project in the MIPS assembler language for a class project. That code is available from my Github repo.
