This isn't explicitly part of Morroblivion, but it's on the edge of Cyrodiil and Morrowind, and related to the Dwemer...
It's also only in Russian, sadly for people who don't play the Russian localization of Oblivion. Someone on LoversLab requested a EN localization be made, and so I spent almost two months translating this giant mod to English. I don't have permission to repackage the mod itself, but I do have permission to release the localization ESP.

The mod itself can be downloaded here. After installing it, replace the RU ESP with my version. If you use the Unique Landscapes compilation, this mod will cause a landscape "tear" in the mountains along the border of Morrowind. You can patch this additional ESP into a Bashed Patch. Just as a warning, this was a lone effort and I fully expect there to be bugs or translation blunders. If you find them, please report them: there's no way I can find them all on my own.

Thank you for sharing this and for all of your hard work on it.... I can't even imagine how much.
It looks like a lot of the Quest Stages result scripts have message boxes pop up with the text still in Russian. I used good ol' Google Translate to try converting them myself, only to quickly wonder (since I've never played the original mod because I know even less Russian than my little sister's gold fish) how accurate the translations are...
Here's an example below. If it's close enough, I can send you my updated ESP with those translations. If not, please let me know...

...oh, crap. You're right, I never did the quest stages. I'll get those this weekend. And...no, a lot of the .esp is written in a slang-y sort of Russian, I think. It doesn't parse well in any converter. I had to take a 'lot' of liberties with what's in the translated version.

The problem you were having is to do with the way the Construction Set reads .esp text. If you don't have your computer's keyboard language set to Russian when you launch the CS, loading the .esp just causes all the Russian text to be displayed in that garbled text you saw.
Okay, this is a 4.2 of the mod with a few scripts optimized for performance. The UL patch should still work fine, since I just modified the original plugin I posted with the updated scripts. As before, please alert me if there's issues so I can try to fix them.

I'm going to try to get in contact with him. I'm not sure if he eventually plans to adapt Alikr into the Hammerfell mod, which would make a conversion pointless if it would have to be re-done from scratch later...

Okay, I have the "rough draft" translation of everything except for the dialogue finished. Which is bad because there's still 900+ out of 1300 lines of dialogue to convert...and that's the most difficult part because EggTranslator can only translate the first sentence of each dialogue line. I'll finish, eventually. Eventually.
