How to start Morrowind main quest

I've been playing Oblivion for some time, but decided to try Morroblivion today. I used the portal spell to get to Morrowind, but now I don't know how to start the main quest. I've actually never played Morrowind before, and bought it on sale solely to play Morroblivion. According to the Elder scolls wiki, in the original game, I'm supposed to talk to a guard after creating my character to get some documents to deliver. When I go into the house where you're supposed to go, and talk to the person sitting, the game freezes and I can't move or do anything except pausing and loading an older save.

If I avoid him, I can't get through the door where I'm supposed to get the documents, as it needs a key. Can I only start the main quest by starting a new game in Morrowind? I'd be kinda sad to leave my first character now, after 53 hours of playing as her...

I recommend you start a new game in Morrowind, is what I did and worked. Or try to reinstall your Morroblivion.esm, it might work too.

Actually, Morroblivion v064 already has all the necessary scripts built into the base game.  You do NOT need any other Transport mods and you do NOT need the portal spell.

REQUIREMENT: Just make sure you have installed and enabled the "Morrowind_ob - Chargen and Transport Mod.esp" which is part of the Morroblivion_v064_Complete.7z resource file that you downloaded to install Morroblivion.

INSTRUCTIONS:
1. Using your Oblivion character, go to the Imperial Prison Courtyard in the Imperial City and you will see a Khajiit NPC sweeping the steps.  
2. For 1000g, she will transport you by boat to Morrowind.
3. This seamlessly starts the Morrowind intro-cutscenes and places you in the exact place you would start had you started a new game in Morrowind.  
4. Once you get to Morrowind, there is another Khajit on the prison boat who will transport you back to the Imperial City.
