Clockwork city trapdoors bug

All doors in Clockwork city appear to be inactive. How do you even open them? Is there a lever or something or are they opened like any door? I am stuck in the starting location and all I can do is slam the door with my mace or drown myself in that chamber by crouching and removing my waterbreath.
