Edit: It's now 2024, and I've made some new pants. You can download them here: https://drive.google.com/file/d/1T1h0n0ll8LyGXxEIC1sk3vFgW5P... they use a different esp, so remember to activate it. The current version covers the male and female version of all pants, except Ashlander pants. I'll gladly accept comments!
The main file has been modified to include all the common Ashlander shirts and the expensive Urshilaku shirt. The patches haven't been updated yet.

I have updated the main file. Now included in the mod are all Vvardenfell shirts except one Ashlander shirt. This means that magic and unique shirts now also use the mod's meshes and textures.
The patches have not been updated yet. For the sake of clarity, the patches are purely cosmetic and make sure everything looks fine together with Robert's body replacers. I took my screenshots using Robert's male and female bodies without patching them, and, as you can see, they don't cause big problems. However, even those unseemly seams and minor clipping will disappear once the patches will be done.

Updated the main file. Added the general Ashlander shirt, as well as the expensive Mournhold shirt. Common_06 (the brown common shirt from Mournhold) now uses the model of the belted vest from Oblivion, because I found it thematically very very close.
With this, the main mod is fundamentally complete. There are some shirts that could use some work, but I would need better skills or tools than I have now, so it will take time before they are edited in a significant way. It's still a lot of work that has been done until now, and completing the patches will be quite the feat, too.
Overall, it's around 100 models, between male and female versions.

Thanks for the upload. I must say that they look much better than the original pants in 0.67. Common 04b may be a bit dark, compared to the original. Common 03c looks expensive for "common pants". Are you sure that you wouldn't rather use these for the expensive or extravagant category?
I only compared them in NifSkope so far, because that's easy to do.
I also tried your shirt replacer and found some issues.
First I noticed a problem with Varvur Sarethi. After rescuing him, he gets new cloth assigned. Among them is an Extravagant Shirt (01140041). This makes his upper body invisible.
So, I gave myself the same shirt and my upper body also turned invisible. Then I gave myself the next two shirts in the list (01140042 and 01140043). 01140042 is ok, but 01140043 only shows the arms and shoulder pads. The chest part is invisible. I opened "maniacommonshirtm.nif" in NifSkope and found an incorrect texture path.
It is:
textures\clothes\lowerclass\semania\m\shirt_extr01tm.dds
but has to be:
textures\clothes\lowerclass\semanialc\m\shirt_extr01tm.dds
The base mesh is ok, but the Robert's Male and Female patches have this bug.
Therefore, I went through ALL the meshes and found more incorrect texture paths, sometimes absolute paths that don't exist, like "D:\!!!NonEliminare!!!Alex\Desktop\feathers.dds". I fixed all texture entries and uploaded the corrected meshes. I leave it to the author to merge them into his packages.

I did not find the following texture at all:
"textures\clothes\lowerclass\sedementia\m\Shirt_Dark.dds" (in "common\01a\shirtdark_gnd.nif"
I replaced it with "textures\clothes\no oblivion normals\c01ahemmusa.dds".
Btw. Varvur Sarethi is now happy with his shirt.
@Bullfrog, Thank you for your interest and effort! Tomorrow I'll merge your updates. I'll probably modify the pants as I work on their female equivalents; I chose common 03c because of the shirt it is usually paired with, which is mostly used by thieves and killers, and has a lot of belt buckles on it, so it fits the theme. Of course, everything can still change before a more complete version, but I am mostly happy with these.
Now that you mention it, yesterday when I went through all the meshes, I also noticed that the 3c pants match nicely with the 3c shirt. I completely agree that this pair is good as it is.
I have updated the pants file. It now also contains the female equivalents of the pants I had already made, plus some new ones for both males and females (expensive 1 and extravagant 2) and extravagant 1 for males.
I believe you have included the old morroblivion pants.esp, so the new pants will not be shown ingame.

I have updated the pants file, correcting some mistakes in the previous version. Now all non-Ashlander pants are available. The mod also contains a supplementary .esp, which will add all ready pants to the inventory, in case one wants to check them out; you don't need it to play. I used it for testing purposes.

Currently there are some missing ground meshes assigned in the esp. This leads to an unpleasant experience for the player, because in game he will see:
Better leave the ground mesh assignment at the Morroblivion default and only change it when the meshes are done.

I have updated the package and corrected the errors you mentioned. I also included a couple of robes, which are not touched by the esp and instead simply substitute the old mesh.
I like robes. Your new ones make me want to increase their ingame price, because they look so good.
I just noticed this on Galbedir in the Balmora Mages Guild:
There are some purple parts on her robe and the ground model is also purple. This is caused by incorrect texture paths in the meshes. The male mesh is ok. I have uploaded a fix here.
