It appears that all the summon spells in Morrowind are off. You need to have 50 in conjuration just to summon a ghost, and 75 to summon a scamp. I use the mod "Spell Failure
I use the mod "Spell Failure Chance". You can cast all spells like in Morrowind, but their is a chance of failure. I recommend the german Version of this mod, because it change the chances. With the english Version you have a bad chance to cast all spells, even those, you good at. The german Version changes that. The mod contains the possibility of side effects if a spell failed. You can turn this function off by typing the following into the console:
set SpellFailureEffectChance to 0
