I cannot complete Mysterious Killings in Vivec

I try to do the quest Mysterious killings in Vivec. I have heard of this in "latest rumours", had speaken to Elam Andas a few times (quest upgraded twice), searched all Foreign, Hlaalu, Redoran and Arena quarters and nothing happens.

I have not found anyone who may provide any useful info (UESPWiki says Marcel Maurard is a good NPC to ask about but he has nothing interesting to say - maybe I need to do the quest associated with him?). Of course, I visited most of Underworks (especially under Foreign Quarter), killed a lot of rats, cleared a few Daedric places of worship etc. but I have met no murderer.

I had no problem with the `Work' topic but I have found no way to get `Woman with a dagger'. In the meantime I have done a lot of other quests (the final ones for Fighters and Thieves, whole Imperial Cult), from time to time I pass through waistworks and canals of Foreign Quarters, Hlaalu, Redoran and Arena, chat with Elam Andas and nothing changes,

You need to talk to Elam Andas about the topics Work, Victims and Seven Witnesses. Then the Woman with a dagger topic should appear. Of course this only works if you haven't advanced the quest via console commands.

He's done to Much to Delete Save Back to Re_Start the Quest Again.

You must of stuffed the Quest Up when Talking to Elam Andas.

When Talking to Elam Andas you Ask on Work Let him Continue no Clicking Screen. Then

Ask on 7 Victims Let him Continue. Then

Ask on Witness. ( There are No Witness to any of the Killings. But in Hlaalu compound. at the Same Time as 1 of the Killings, an Outlander reported being threatened by Dunmer Woman armed with a Dagger.)

( But he was Sure the Dunmer Woman with a Dagger was Dressed in a Skirt and Netch Leather Armor) still playing quest at the Moment== Quest Completed No Problems.

Unfortunately, this subject does not appear - even when I do not click after asking about Seven victims. And I have not used any console commands.

The Witnesses topic doesn't appear? This is most likely caused by the fact the the rumor that starts the quest also adds the Seven Victims topic. If you ask Elam Andas about this before you ask him about work (which you probably did, since it appears before the work topic in the topiclist) then you will never get the other topics. However this should fix it. To get the topics open the console and type in: setstage fbmwTownVivec 10.

This will also fix the bug from ever happening again in a new game. However because you already advanced the quest too far, so you have to use the console in this instance.

Thanks, so what am I supposed to do next? I changed queststage to 10, quest journal updated, but Elam has nothing new to say. I visited also Foreign Quarter (Waistworks and Canals) and apparently nothing has changed.

If anyone is still getting this bug, i solved it by entering 'player.placeatme 12308fc' into the console. This will spawn the dreamer prophet, and after slaying her the quest should continue as normal. Worked for me.

 I get invalid object ID error with 12308fc.  Any other ideas?  I'm stuck in the same quest stage and can't get the "woman with the dagger" speech topic.

This is a known bug in the unpatched Morroblivion v064.  There are several patches which can prevent this bug and many other bugs like it.  I highly recommend you review the bugfixes found here: https://morroblivion.com/forums/morroblivion-mod-releases/2020-morroblivion-unofficial-patch-and-cumulative-hotfixes

For your current savegame, try typing one of these commands in the console:

  • enable 01845227
  • placeatme 012608fc

"addtopic 1womanSwithSaSdagger" seemed to fix it for me.  I could ask anyone about this topic.  One NPC pointed me to the underworks, and the quest updated.  Hope I could finally solve this.  Thanks.

When I went to the underworks I didn't see the Dunmer woman.  I had to spawn her in with "player.placeatme 012608fc", then killed her to complete the quest.
