Original MW was quite poor in the case of variety. So I thought it would be nice to take attention to all cultural differences in island.
I divided them on cultural and for all "factions" for all distributions (tribunal, bloodmoon, morrowind)
1. Common base for many.
Not for particular group, mostly for poor ppl. Very similar to original with quite dull colors. About knots it would be good to keep like braided rugs and shag (fabric) for doormats. As sth in lower quality. It would be nice to add sth like Petate for the very poor. Color palette should be quite monochromatic and not too vibrant. Good place to play with hue/sat and levels for assets milking.
2. Ashlanders
There is sth like knots per square inch, so it's good to some fabric like that.
Very tribal feel. Native American style.Color palette: Red, grey, white
3. Nords
Just furs (Skyrim has many what I remember), I think we don't need any special rugs for them.
4. Imperials.
Rugs similar in style to French Aubusson and Savonnerie. I think we can keep color palette in dark blues and greens with very pale yellow/orange in minority. Maybe do it more strictly (less color range)
5. Hlaalu
I think fit here very Persian style (Isfahan). Heavy depicted ones with many floral elements, overwhelmed by vivid reds, yellows and oranges with some blue elements. (New rugs examples are vintage too) High level of detail compare to Redoran and Telvanni.
Old one are now refs
6. Redoran
Samarkand and khotan style with very pale yellows/oranges and reds. It can be enriched with some native dunmer elements.
7. Telvanni
I didn't find any examples which will really fit here. Most close is sth like below
But this is more about color palette (deep blues/ dark greens) than patterns. Patterns will be various variations of this.
8. 6th house
Style is already set. Look at banner in right top. Sth in this tune, only several examples.
9. Mournhold Palace
Sth similar like that but yellowish (I preffer red/gold) and with Hlaalu insignia and some fancy patterns (write down if you have some ideas).

Most examples posted here are from this source (with exception of ashlanders and isfahan (new) for Hlaalu) So if we would not get acceptance for using images, we can be very "inspired" of them because all creators of rugs are just dead.
I think we can use landscape tapestries (of course if they are not lore-breaking, get rid of some emblems too) for imperial from public domain. Like below:

did drago ask for this? either way its purely the designs we need, not the surface detail or any shading.
Heck, if the concept artists want to give it a shot, they could always make some basic carpets then overlay them with a decent rug 'texture' that we can generate normals for.
It would be very interesting to see how you guys cope with more traditional art styles

I think I can do 6th house, Mournhold and Telvanni. For the rest it would be nice to find other ppl. (Yes I wait for you if you read this!) But to keep consistent style each one (style) should have one artist responsible for it. (Not many artist for one style). 6-7 patterns for style.

is it worth including dwemer? or would they have rotted fully despite their stasis magics?
I think any fabric you'd find of Dwemer make in the ruins would be in pretty poor shape. Hot and steamy down there. There might be a recreation of one in Aryon's museum, perhaps. Or Divayth Fyr might have one squirreled away, I suppose. But making Dwemer ones look super old and mostly in tatters could be nice. Could also have some Renaissance style (think Da Vinci) murals covering their walls or drawn on long-lasting guar vellum.
Most of things in dwemer's dungeons looks pretty intact. I think would be nice to have new and ruined variants in different places. Intact things would be at place in more 'inhabited' ruins (by animunculi) and ruined ones in ruins overrun by native life or/and tourists.

Btw, would be nice to make even such things as rugs pickable (dwemer ruins can be most valuable gold source for player). I want to try make table-lamp and other such stuff sometime later.
in the lower right hand corner is an example of a cannon dwemer rug for reference from skyrim. obviously it should have different patterns (different dwemer culture in morrowind) but this should help give the idea of what it should look like according to Bethesda.
I've done some
6th house, rugs and some banners, it needs some color matching and slightly improvements. Leather carpet. Patterns are quite shiny.
Telvanni. Maybe it needs a bit work before add texture

Yellow line is gold. I will review it tomorrow.
And for dwemer
Geometrical arabesque. (gold is bronze) I think it would be good to add some metallic feel to dwemer (high tech etc.)

Here you have ingredients from Cyrordill. I think they suits here the most. Here canon is high fantasy. But if you want to use some symbols or creatures use only lore-firendly.

Yeah good ideas. Create some pattern then we will add texture on it. That's the easiest way.

I changed textures a bit. Btw. below I post quality ref for final texture.
Go for 2048 for the final resolution, that way we can scale it down if nessicary.
One other thing would be to make the carpet edges a seperate part of the textures, While keeping it on the same sheet. Something like this should work.
Another option is to have geometric tiles, so we can build up a carpet based on how we UV map the mesh, However this is quite tricky to do, so I would suggest using my idea i posted above first.

We need only the designs. the UVs must be the very same as skyrim carpets.
If its used instead as banners, we apply that same design to the different Uvs of the banners from skyrim
its the fastest way people!
Also do NOT include the material detail in the design.
Do the design ONLY. all other effects are handled on seperate layers that can be applied to normals/spec/alpha.

It looks cool. If anyone want to play with texture to give some discoloration. They can just double texture, render cloud on mask, set transparency to 5-10 circa or even lower (depends on examples), and play with layer mods( overlay, screen etc.) or even create more layers. What I know PS can automatize this stuff but I never used it.
I've done update. Imperials needed blue ones to collection.
fourth house/faction was indoril/temple. It is even on political map. So without adding sth for them with adding for rest would be quite inconsistent
On the left are rugs for rich interiors from temple. Mainly in Vivec and Ghostgate. It would be good to add some specular on gold and do high KPSI for normals. On the left rugs are for the rest temple. Low KPSI, add some noise and discolorations to textures, no specular (mat). Just spartan quality for monks. They can be mixed with common.

Unfortunately you didn't do what I asked for.
First thing is that it doesn't recall Navaho or any Native American rug. They are usually blocky patterns, your looks like derivative from Persian style. Second thing is that you add also texture on it which in my opinion mimics bathroom rug (some kind of shaggy style). Rav asked for pure design.
Ashlanders remind nomadic ppl (like Native Americans). So it's good to use here some cliche to give them additional connotation.
@lukkar did you forget? We had been speaking about russian and siberian rugs, native american are ok either because they're very easy to make. I'm already working on it

Whatever, they should have just "tribe" cliche look. Most ppl assiosate with "indians", so it's fit. And texture fit very well.

I think it could be good for common, but for smaller rugs. In MW "doormats" had similar look. Also common are lower quality so, some discolorations and lower saturation will be nice too. Btw. final size should be 512x1024. You know snapping things and so on. Of course without texture on it.
With Ashlanders, don't forget they live in circular yurts. Many of their rugs would be intended to 'hang', and some of them could be uniquely shaped for this.
Of course even regular decorative rugs could be situated along the back walls and floor. Ashlanders would probably have more rug types than the Great Houses or Imperials. Given the environment and philosophy of the Ashlanders, their rugs' material would probably be ahimsa silk from blight moths. That is to say, empty hatched cocoons would be harvested and these short silk fragments are spun into a fabric.
Probably not quite this many rugs, but the style of Afghan/Karakalpak yurt rugs could give you inspiration.

Some Ahemmusa rugs. Yakutian style is the best for such matriarchy. "female" shapes and forms pale colors.
When I look at tribe rugs I wonder that they're very quite small or have weird shape. I think we should use that point
Got 2 of lukkars imperial rugs into the template psd texture, and repainted the frill details in the UV. also painted fur heightmap and ran lukkars design through displacement, gives it a fluffier look.
What are rugs for these made of. Fur/Hair ? Canvas and leather arent very warm, ya see.

I think inside should be brown like in MW. It's better to give later freedom for level designers to fill it with rugs. I like this one hanged long thing (whatever it is). I imagine hanged tribe banners like that (a bit changed). Also two rugs on left and right side in upper corners looks attractive. With light beam from the top in witch yurta it will give great shamanic effect.
While I'm working please see some patterns that I've created for fun. For your strict reference
First example is best direction. Second looks a bit roman for me. Or maybe they are just colors. I think you can use for inner patterns (like 3 symbols) these from inside banners (main central sign) or even some parts of them. So for ahemmusa, patterns from ahemmusa banner and so on....
But some of them could have like in your first example.
