I remember In Morrowind there was a floating building-ship that you could get to by using levitating spells that was over Vivec. Would be cool to add that.
Palace of Vivec is set the furthest away, it's one of the tallest buildings in Vivec and has a giant dome that burns with green fire. I don't think there's any lighthouse that would direct ships better than the palace itself
as for the viewpoints, Ministry of Truth seems the best :P

If you care for trying out some additions, or maybe an idea for the next scene if you plan to make one - it would be really fun to have market stalls in Olms and Delyn, as well as Temple district, with Dunmer selling religious trinkets like amulets with ASV engraved on them, little saint statues or tablets with their depictions. Much like late medieval "relics" kind of thing, people trying to cash in on religious souvenirs :D
It makes me wish there were more quests relating to ships in vanilla Morrowind. Such a beautiful dock-area should have all sorts of bustle and radiant activities to embark on.

(edit) Satchboogie they actually use multiple different hues. I don't think red was in there but orange/yellow lanterns where pretty common on the exterior of the telvanni cities. Also there where lots of candles inside as well. But there where lots of blue lights used to, so I consider this concept within mean's. Though I think I would be cool to have some orange/yellow Asian type lanterns like the original Morrowind cities as well. I worked on a concept a while back for lanterns that are grown much like the buildings but the soul gem that was used to grow the lantern emits a light.
the concept is really cool but it has a problem: in Morrowind, in the telvanni plaza, there is the telvanni tower where mavon drenim lives and you have to kill him for the morang tong quest. The question is, will the tower be in lower floors or will the tower remain in the plaza?
I must say I think those Vivec concepts are absolutely beautiful :D
I also however have a few ideas of my own :). I was thinking that since Vivec is kind of the de-facto capital of Vvardenfell, it would be a very populous city indeed. I feel to reflect that there should be lots of things like graffiti on the walls, roman-style,or posters, and lots of merchant's stalls and sitting streetside vendors with goods on rugs etc, especially on the lower levels. Also I'd say that the bottom of the cantons should show the effects of water erosion on themselves, with thing like moss, creepers and crumbling bricks. I think making the place a bit dirty could go a long way in making it feel more real. If we keep in mind that all sorts of social strata would live in such a central city we can make it feel like an actual city a lot more.

For what it's worth, the UESP says it is red for Redoran, yellow for Hlaalu, and brown for Telvanni. But visually brown isn't going to stand out much from red & yellow, so I can kind of see the appeal of going cyan/blue in this version. Blue (or occasinally purple) has traditionally been the RPG color for "magic" and mages' guilds for a long time.

in my honest opinion, classic fire color should be better.

personally I think it would be a good idea to do an assortment of colors like in the original telvanni district. but make it so cyan blue is the main color. I still don't know about the red though. Could take it or leave it.
I think we need to decide on some differences in design between the Mage's Guild and Telvanni. We want there to be a completely different feel between them. Telvanni is super duper ancient - the councilors and members in many cases are as old as the Tribunal or older. The Mages' Guild are the new kids on the block, a mix of old, new, and a hodge podge of cultural influences.
In my mind, Telvanni colors are brown for brown ink on tan parchment. Their towers are old and grand with low-burning candles overflowing with melted wax, with collections of jars housing mutated specimens from ages past in dark green liquid, and dusty tomes left untouched for centuries in library-dungeons. Not bright and flashy - think the darker aspects of the Harry Potter universe, with giant mushrooms. That's not to say the councilors THEMSELVES wouldn't be colorful characters (in personality and dress), but the style of their buildings and lesser members should exude an atmosphere that feels ancient - truly truly ancient. Not just 'magic'. Their magic is subtle in its own way - giant elder mushrooms as trees more than Vegas light show.
For the Mages' Guild, I would imagine things are a bit 'lighter'. They are not so insular, accepting outlanders and Dunmer alike, even going so far as having Khajiit and Argonians common among their membership. For these folks I would consider lights, and runes, and bright colors an asset. This vibrant culture is in many ways the opposite of the stagnant and forboding culture of the Telvanni (with Aryon as an exception).
In short, Telvanni = old, musty, insular, subdued colors and subtle yet powerful magic. Mages' Guild = new, vibrant, multicultured, magical lights of all colors common and flashy exciting magic.

yeah. Telvanni can have invisible/inconspicuous, but powerful magic, and Magic Guild can be poseurs, with magic used for not power, but some sort of arts and decorations (glowing crystals, such sort of stuff).

In this aspect original morrowind have only interesting alteration school of magic, but other - just colorful nonsense.

I love Smite's description! Especially the idea of things being sort of faded and musty looking. I'd just stay away from using true reds or yellows in Telvanni stuff since those are Redoran/Hlaalu colors (according to in-game text given by Savants, anyway). But browns and burnt-orange and that kind of thing could work great.
Not sure I'd characterize the MG as poseurs, but that may just be my imperial bias showing. I just see the MG as having a "tidier" and more academic approach to magic and the Telvanni as being more organic/mysterious/unfathomable in nature. But I've already said more than enough, sorry!

Did MG made some like this level? I think their level correlates with level of magic in oblivion/cyrodiil and skyrim/skyrim - i.e. very limited and bobtail.
I would still add some blue lights to the telvanni area since they do use allot of blue lights in the game. But maybe make the coverings on the lights dirty and faded and the metal parts of the lamps rusty. Old and dusty does come to mind for sure with the telvanni. the area should also be mossy with cracks in the foundation of the building. The reason why I say mossy is because the mushrooms they use to grow there structures emits water making where they live usually quite humid.
great concept i like it, and yes maybe it is a good idea to put those locations inside the tower, because without the houses the plaza will look better.
Here's an idea that might be of use for the great house cantons - since it seemed to me that Vivec in original Morrowind was uniformly velothi in its style, perhaps the great house cantons would have all the features of typical velothi structures, but then visibly altered and adapted to the preferences and needs of each great house. In the case of Telvanni, perhaps the adaptions would manifest themselves as carvings in walls for growth of plants/mushrooms that require shade, devices/structures for magic and alchemy practice,etc.
I hope what I said makes sense. It did in my head.
The colours are still too vivid, I'd think to really look good they should be kept to more natural colours, since even though Dunmer would have access to fancy dyes they'd still not be able to make the colours bright as neon.
I made some adjustments, corrected a few colours, removed the imposing mural from the foreign quarter and I think it looks really nice

"Almost-brown" would be the scheme to go for, since that way vivec doesn't look like something out of fallout 3, but also doesn't look like a nightclub. In morrowind vivec was way too brown, so murals would be fantastic!
Also, don't completely remove the mural on the foreign quarter, just make the design a little less cartoony.. just because they are foreigners doesn't mean they shouldn't have some cool art ;)
I'm not sure if this would somehow contradict the lore, or simply clutter up the city too much, but I think it'd be neat if there were aztec style chinampa farms along some of the cantons, like these:
Pretty much the idea is that it allows some of the poorer urban citizens to provide food and income via tending crops on the outskirts of the town, and then taking the food back to local markets via small canoe/kayak. Idk, just an idea I had.
@Ociee Good, but there is no need - they have Ascadian Isles near. So plants around city are only decorative.
What i really hope - that farms on isles will be much wider. ~20 plants on farm cannot feed Vivec.

I'd really dig some saltrice crops in the many water bodies of the Ascadian Isles... As far as I know they're mostly connected to the inner sea, so water there is salty, and that's where saltrice grows.

Yeah, that is it. Ascadian isles shoreline could/should be completely covered with shacks/peasants and saltrice/marshmerrow fields.
There should be some competition between population (they are living in tiny island, with small amount of fertile lands, actually!).
Actually they need to struggle with each other for free soil like mudcrabs :)
Between bordering seafields can be placed some wattles or nets.
This looks great Roman, just the feel I had in mind for the canton. Windows and chimneys you managed to fit the looks, and they make a lot of sense too (it was actually pretty stupid that original Vivec had no light entrances or ventilation) ;) And there will definetly be some kitchens inside the Canton too, so the smoke from furnaces needs to go somewhere. Love the busy athmosphere, can't wait to see this in game :D
I'm most excited about the progress being made on Vivec, both here and in the modeling thread.
The cyan lighting in telvanni district looks good and "magical" to me as the op said. The oriental looking cyan paper lamps would work well there.
Docks and hlaalu plaza and recent change to arena are really nice.
Like others, I hope a large amount of time and resources will be dedicated to making the dock areas here and elsewhere highly detailed and lively. Where featured, docks should be social centers of the community and be the given required attention.
It would be cool to standing on the roof and watching fights Btw. we need idea that you can start duel, only when you are on arena area, not in placefor the public like in vanilla (not flighting just taking longbow :P)

In Morrowind, House Telvanni used all colors of lanterns and candles.
Why i chose the cyan? I think, it is most "magical" color.

I think each district should have own primary color light (with some exceptions inside) but not too much vivid of course.

Telvanni Upper Storage, Temporary Telvanni Housing, and the Hlaren Residence are not big locations, and i think they can be inside the Telvanni Tower.
